    The FEC designed this railroad crossing outside of the industry standard. While rails are flush with the surrounding pavement, they have created gaps both between the rails and the center pads and between the rails and the side pads. A solution to making this a safe crossing for bicyclists and pedestrians in wheelchairs is to use a flangeway filler to minimize the space between rails and other hard surfaces.

    Flangeway filler is often made of a dense rubber which is laid between rail and center pads or rail and side pads. This filler is compressed by the weight of railroad car wheels but will not compress significantly with the weight of bicycle or wheelchair wheels.
